25.6.2026 | On 25 June 2026, the Government submitted a proposal to amend taxi legislation for approval. The aim is to increase trust in the taxi services sector. The amendments are due to come into force in stages, from 1 September 2026 and from 1 January 2027.

26.6.2026 | The Ministry of Transport and Communications is requesting views on the draft government proposal that would implement the EU's new legislative provisions concerning cross-border cooperation related to traffic offences. At the same time, regulation concerning the European Parking Card for persons with disabilities would be implemented nationally. Responses may be submitted until 28 August 2026.

22.5.2025 | On 20 May 2025, the European Commission published a delegated regulation that creates a separate vehicle sub-group for extra-heavy combination lorries to the EU’s CO2 emission performance standards regulation for the calculation of CO2 emission targets of vehicle manufacturers. Finland was active in influencing the process in advance to define extra-heavy combination lorries (EHC).

12.2.2026 | On 12 February 2026, the Government submitted three communications concerning proposals included in the European Commission’s Automotive Package to Parliament. On 30 January 2026, the Government also submitted a Europe communication regarding the Commission’s proposal to amend the EU Regulation on the CO2 emissions standards for heavy-duty vehicles.

28.5.2025 | On 28 May 2025, the Finnish Government submitted a Union communication to Parliament regarding the European Commission’s proposal for the so-called Roadworthiness Package. In principle, the Government supports the proposal’s aim to promote road safety and reduce the negative environmental impacts of transport.

26.2.2026 | On 26 February 2026, the Government submitted to Parliament a legislative proposal to amend taxi regulation. The changes would be made to the Act on Transport Services and certain other acts.

17.12.2025 | On 16 December 2025, the European Commission published the Automotive Package to promote the automotive industry’s competitiveness and support the transition to clean vehicles. The package includes several legislative proposals.

27.11.2025 | On 27 November 2025, the Government proposed approval of a fixed-term act on scrapping premiums for passenger cars. The act will enter into force on 1 January 2026. Applications for a scrapping premium may be submitted to the Transport and Communications Agency Traficom after the entry into force of the proposed act.

22.9.2025 | On 22 September 2025, the Government submitted to Parliament a legislative proposal concerning a fixed-term scrapping premium for passenger cars. Scrapping premiums could be applied for concerning the period 1 October 2025–31 December 2027. Applications could be submitted when the act is in force. The act is proposed to enter into force on 1 January 2026.

28.11.2025 | The Ministry of Transport and Communications is finalising the government proposal to amend taxi regulation. Next, the proposal will be reviewed by the Finnish Council of Regulatory Impact Analysis, translated and submitted to legislative editing. The aim is to submit the government proposal to Parliament in spring 2026.

30.10.2023 | The European Commission is preparing a draft Implementing Regulation on considering the emission standards for cars and light-duty commercial vehicles running on carbon neutral fuels in the type approvals. The Ministry of Transport and Communications informed Parliament of the upcoming initiative on 27 October 2023.

22.1.2024 | The European Member States, Parliament and the Commission have reached a provisional agreement on a regulation on CO2 emission standards for heavy-duty vehicles (HDVs). The emissions reduction targets for new heavy-duty vehicles will gradually tighten and the scope of application of the regulation will widen. The accord was achieved in tripartite negotiations on 18 January 2024.

28.3.2024 | The Ministry of Transport and Communications requests comments on a draft government proposal for amending certain provisions on data in the Act on Transport Services. The proposal concerns individual amendments that are needed, for example, due to EU regulation. The deadline for submitting comments is 19 May 2024.

The Government supports the Commission’s proposal on stricter CO2 emission limits for heavy-duty vehicles.

17.10.2023 | At the Environment Council meeting on 16 October 2023, the Member States of the European Union adopted a general approach on CO2 emissions restrictions for new heavy-duty vehicles.
