  1. The Marine Environment Protection Committee (MEPC) of the International Maritime Organization (IMO) met in London on 7–11 April 2025. After challenging negotiations, the Committee’s 83rd session reached a provisional agreement on measures to reduce greenhouse gas emissions from ships. The final decisions are to be made in October 2025.

  3. Following complex negotiations and a rare vote, the International Maritime Organization (IMO) decided to postpone the final adoption of the long-discussed regulation package on maritime transport emissions by at least one year. The decision means that the proposed regulation will not come into force as originally scheduled in March 2027.

  10. 22.1.2024 | The European Member States, Parliament and the Commission have reached a provisional agreement on a regulation on CO2 emission standards for heavy-duty vehicles (HDVs). The emissions reduction targets for new heavy-duty vehicles will gradually tighten and the scope of application of the regulation will widen. The accord was achieved in tripartite negotiations on 18 January 2024.

  12. 16.10.2023 | The EU ministers responsible for the environment and climate change issues will meet in Luxembourg on 16 October to discuss the EU’s objectives for the negotiations at the UN Climate Change Conference to be held in Dubai. The conclusions to be adopted by the Environment Council will constitute the EU’s objective for the Climate Change Conference. Finland’s representative at the Environment Council will be Minister of Climate and the Environment Kai Mykkänen.

  14. 22.5.2025 | On 20 May 2025, the European Commission published a delegated regulation that creates a separate vehicle sub-group for extra-heavy combination lorries to the EU’s CO2 emission performance standards regulation for the calculation of CO2 emission targets of vehicle manufacturers. Finland was active in influencing the process in advance to define extra-heavy combination lorries (EHC).

  15. 13.11.2025 | The Finnish Government submitted a communication to Parliament on 13 November 2025 regarding the European Commission’s proposal for a Regulation on the Connecting Europe Facility for the period 2028–2034. The Government welcomes the proposal and emphasises that funding should be more strongly directed towards strengthening defence and security, among other sectors.

  17. 11.6.2025 | At the seminar held on 11 June 2025, the Finnish Transport Infrastructure Agency presented the main results of a study on extending the standard track gauge commonly used in Europe to northern Finland. According to the study, extending the narrower track gauge to Finland will primarily benefit military mobility.
