The Ministry of Transport and Communications has launched a legislative project to introduce a comprehensive reform of the Driving Licence Act, as the new Driving Licences Directive and the updated driving disqualifications rules of the EU shall be transposed into national legislation. On 12 June 2025, the Ministry of Transport and Communications initiated a regulation project to amend the Driving Licence Act. The project’s goals are to promote road safety by improving the capability of young drivers to identify and avoid risks and by restricting the times of day young people can drive. The Ministry of Transport and Communications has launched a legislative project to improve the operating conditions for the transport sector. The aim of the project is to further specify the EU regulation concerning road cabotage and make the regulations easier to comply with and supervise. 13.11.2025 | The Government proposes that the President of the Republic approve amendments to the Act on Transport Services on 14 November 2025. These legislative amendments give municipalities and joint municipal and other regional authorities the option to arrange passenger rail services in their respective areas. 27.11.2025 | On 27 November 2025, the Government proposed approval of a fixed-term act on scrapping premiums for passenger cars. The act will enter into force on 1 January 2026.
