The Ministry of Transport and Communications requests statements on the draft national programme on alternative transport fuels distribution infrastructure. Comments can be submitted until 8 September 2024.

On 25 June 2026, the Government adopted a national programme on distribution infrastructure for alternative transport fuels. The programme, originally published in 2024, has been updated in line with recommendations from the European Commission. No changes have been made to its core content.

On 13 November 2024, the Ministry of Transport and Communications published the national programme on the distribution infrastructure for alternative fuels. The programme, which was drawn up in broad-based cooperation with stakeholders, facilitates the implementation of EU regulation.

22.5.2025 | On 20 May 2025, the European Commission published a delegated regulation that creates a separate vehicle sub-group for extra-heavy combination lorries to the EU’s CO2 emission performance standards regulation for the calculation of CO2 emission targets of vehicle manufacturers. Finland was active in influencing the process in advance to define extra-heavy combination lorries (EHC).

3.12.2025 | The EU Transport and Telecommunications Council will meet in Brussels on 4 and 5 December 2025. Minister of Transport and Communications Lulu Ranne will represent Finland at the meeting.

29.4.2026 | The Ministry of Transport and Communications invites comments on a draft government proposal concerning the implementation of the Non-Road Mobile Machinery and Euro 7 Regulations. The proposal also introduces amendments to certain national provisions. Comments may be submitted until 10 June 2026.

The discussion also focused on the current situation in the fuel markets, EU legislation related to fuels and vehicles as well as forms of support that promote the green transition in heavy transport.

17.10.2023 | At the Environment Council meeting on 16 October 2023, the Member States of the European Union adopted a general approach on CO2 emissions restrictions for new heavy-duty vehicles.

22.1.2024 | The European Member States, Parliament and the Commission have reached a provisional agreement on a regulation on CO2 emission standards for heavy-duty vehicles (HDVs). The emissions reduction targets for new heavy-duty vehicles will gradually tighten and the scope of application of the regulation will widen. The accord was achieved in tripartite negotiations on 18 January 2024.

The decree entered into force on 18 April 2022. The decree harmonises the enforcement of social legislation on road transport with the EU legislation and strengthens the division of responsibilities between different authorities.

15.2.2023 | The European Commission proposes more ambitious carbon dioxide emission limits for new heavy-duty vehicles placed on the market in the EU. The Commission published its proposal for amending the Regulation on CO2 performance standards for heavy-duty vehicles on 14 February 2023. The Regulation will lead the industry towards the manufacture and sale of zero-emission vehicles, i.e. fully electric and hydrogen vehicles.
