Minister Ranne: Time for talk is over – now EU’s digital sovereignty requires swift action

Minister of Transport and Communications Lulu Ranne participated in the Summit on European Digital Sovereignty in Berlin on 18 November 2025. Finland also signed the Declaration for European Digital Sovereignty initiated by Austria and published in connection with the summit.

“The tough rhetoric and joint declaration show that there are an abundance of advocates for Europe’s digital sovereignty. Next, we need swift action: technological leadership and cooperation, and bold investments and a lot of money. Finland has high technologies and world-class solutions to offer, which means that we must be among the leaders in this work, together with the largest EU countries,” Minister of Transport and Communications Lulu Ranne says.

Digital sovereignty means the ability of states and organisations to independently control their digital resources, such as data, infrastructure and services.

Together with the other European Union Member States, Finland signed the Declaration for European Digital Sovereignty initiated by Austria. The themes emphasised in the declaration include investments in digital technologies and their standardisation and the importance of international cooperation. The declaration is a political statement, and it is not legally binding on the signatories.

Among the people Minister Ranne met during the summit were Federal Minister for Digital Transformation and Government Modernisation of Germany Karsten Wildberger, Minister for Public Administration of Sweden Erik Slottner, Minister of State of Ireland responsible for Trade Promotion, Artificial Intelligence and Digital Transformation Niamh Smyth, and Chief Geopolitical and Government Relations Officer of Nokia Mikko Hautala. Minister Ranne also invited Minister Wildberger to visit Finland.

The speakers in the summit included Chancellor of Germany Friedrich Merz, President of France Emmanuel Macron and Executive Vice-President of the European Commission Henna Virkkunen.
