The Governments of Finland and Estonia convened for a jubilee meeting in Tallinn on 7 May 2018. The Finnish Government's visit to Tallinn was headed by Prime Minister Juha Sipilä.

The agenda of the inter-governmental meeting included four main items. In the area of mobility and transport links, discussions were held on the outlook for developing connections between the two countries, on rail links and on a possible tunnel between Finland and Estonia.

In the morning of 7 May, Minister of Transport and Communications Anne Berner had a bilateral meeting with Estonia's Minister of Economic Affairs and Infrastructure Kadri Simson.

The Ministers discussed digitalisation in transport and the Finnish Act on Transport Services that is to enter into force on 1 July 2018. The Act has attracted a lot of international attention and Estonia is interested in keeping the topic on the discussion agenda with Finland.

The focus of the Ministers' discussion was on the joint transport projects between Finland and Estonia, especially on the Rail Baltica connection and Finland's possibly more extensive engagement in the project. Topics on the Ministers' agenda also included Helsinki-Tallinn railway tunnel and the working group estimating further measures in the project, financing models for the Arctic rail line and funding of transport and infrastructure projects with regard to the proposal for EU's multiannual financial framework.
