Halving of fairway dues continues

According to the Government Programme, the halving of fairway dues will be made a permanent practice. The change will take place in two stages.

During the first stage, the halving of fairway dues will be extended to 2024–2027 so that the current fixed-term halving continues uninterrupted.

On 15 December 2023, the President of the Republic is to approve the Act amending the implementing provisions of the Act amending and temporarily amending the Act on Fairway Dues. It will enter into force on 18 December 2023.

In addition, a legislative project is under way to permanently halve fairway dues as of 1 January 2025. 

Making the halving of fairway dues permanent will support the competitiveness of Finland’s foreign trade by curbing the rise in the costs of merchant shipping and improving the predictability of fairway dues. At the same time, the regularity of vessel traffic and its suitability for winter navigation will continue to be controlled with fairway dues. The fairway dues have been halved since 2015.
 
Fairway dues are payable to the State for vessels engaged in merchant shipping in Finland’s territorial waters when the vessel arrives at a Finnish port from abroad or from another Finnish port.
