Draft of updated Cybersecurity Glossary sent out for comments

The National Cyber Security Office, based at the Ministry of Transport and Communications, and the Finnish Terminology Centre are requesting comments on a draft of an updated Cybersecurity Glossary. The deadline for submitting comments is 20 March 2026. The glossary project is part of an implementation plan of Finland’s Cyber Security Strategy 2024–2035.

The glossary was first published in 2018. It is now brought up to date in light of the changed operating environment. The update contains some 60 key concepts and definitions of cybersecurity. The new glossary will replace in full the earlier glossary from 2018.

The objective of the Cybersecurity Glossary is to define key concepts related to cybersecurity, give recommendations on preferred terms and clarify the use of terms. The concepts are defined so that they can be used consistently in different contexts. The glossary also gives term equivalents in Swedish and English.

The glossary is a tool for anyone working with cybersecurity, and it promotes the interoperability of information in public administration. It was drafted in extensive cooperation between authorities.

Finland’s Cyber Security Strategy makes cybersecurity a firmer part of comprehensive security

Finland’s Cyber Security Strategy was revised in 2024 in response to an evolving operating environment in accordance with the Programme of Prime Minister Petteri Orpo’s Government. Updating the Cybersecurity Glossary is one of the measures included in the strategy’s implementation plan.

The objectives of the Cyber Security Strategy extend to 2035. The aim is to make cybersecurity an integral part of Finland’s concept for comprehensive security. The strategy’s implementation plan describes the measures to achieve the objectives.

Comments on the draft of the updated Cybersecurity Glossary may be submitted at lausuntopalvelu.fi The consultation period ends on 20 March 2026. The feedback from the public consultation will be taken into account as the glossary is finalised.
