Amendments to the Act on Fairway Dues adopted

Fairway dues will be raised as of 1 January 2025. The dues were halved in 2015 under temporary legislation.

On 19 December 2024, the President of the Republic adopted an Act amending the Act on Fairway Dues and repealing the temporary statutes on fairway dues. With the amendment, unit prices and maximum amounts of fairway dues will each be raised by 75.2 per cent. The provision on the separate reduction granted for transit transport in exports will be removed from the Act. The criteria for determining the dues will not be changed in other respects.

The legislative amendments are related to the balancing of general government finances. In line with the decision made in the spending limits discussion of Prime Minister Petteri Orpo’s Government on 16 April 2024, the temporary halving of fairway dues will end on 31 December 2024.

In the future, the Government will monitor revenue from fairway dues and assess the need to change the prices.

Fairway dues are payable to the state for merchant ships in Finnish territorial waters when they arrive in a Finnish port from abroad or from another Finnish port.

Fairway dues are collected by Customs.

What’s next?

The Acts will enter into force on 1 January 2025.
