The Finnish Act on emissions trading in aviation to be consistent with EU regulations
The Finnish Government proposes that the Act on emissions trading in aviation be harmonised with EU regulations.
The most significant change to the current Act would be that temporarily, until the end of 2016, emissions trading would be limited to air transport within the European Economic Area, EEA. The EEA is formed by Member States of the European Union and Iceland, Liechtenstein and Norway.
The aim of the temporary change in the scope of the Act's application is to lend support to the negotiations in the International Civil Aviation Organization, ICAO, about international emissions reduction mechanism that is to be adopted in the next ICAO Assembly in autumn 2016.
The Government submitted the proposal for amending the Act on 13 November. It is expected to enter into force by March 2015 at the latest.
The Act currently in force in Finland applies to flights departing from an EU Member State or arriving from another EU Member State or a third country.
