On 18 January 2023, Minister of Transport and Communications of Finland Timo Harakka and Vice Prime Minister of Ukraine and Minister of Digital Transformation Mykhailo Fedorov signed a Memorandum of Understanding between the Finnish and Ukrainian Ministries on cooperation to promote digital resistance and transformation.

The Memorandum of Understanding intensifies cooperation between Finland and Ukraine in construction, security and development of digital infrastructure. It also helps promote the transparent reconstruction of the digital infrastructure of Ukraine.

The Memorandum was signed in Davos, Switzerland, in connection with the World Economic Forum Annual Meeting.

"I am very impressed by the work done in Ukraine to promote digitalisation. With this Memorandum of Understanding we are already looking ahead towards the time of Ukraine's reconstruction. I am sure that we can learn a lot from each other," says Minister Harakka.

"Finland's digital infrastructure is one of the best in the world. And we want to learn from the best. As well as to share our experience of digital resistance that we've gained during the war time. Ukraine lost so many lives, so we need to build a whole new country, Ukraine 2.0 - efficient and fast, says Minister Fedorov

The specific forms of cooperation will be agreed in a separate action plan.
