2.9.2026 | On 1 September, the Government of Prime Minister Petteri Orpo reached a decision on its budget proposal for 2027. The Government made funding decisions that will strengthen Finland’s comprehensive security and deterrence and defence in particular, and improve the reliability and resilience of the transport system. 

17.6.2026 | Secure and reliable communications networks are the foundation of functionality of society, security of supply, investments and growth of the data economy. The efficiency of communications networks affects people’s daily lives, the operating environment of businesses and the ability of authorities to carry out their duties also during disruptions.

26.2.2026 | Minister of Transport and Communications Lulu Ranne will attend the Mobile World Congress in Barcelona on 2 and 3 March 2026. Her agenda will include speaking engagements and international meetings with ministers and stakeholders.

28.1.2026 | On 28 January 2026, the Ministry of Transport and Communications published an interim review of the project on security and new economic growth from communication networks, known as the TUUTTI project. The review outlines the project’s progress and presents the key findings to date.

23.1.2026 | The European Commission presented proposals on 20 and 21 January 2026 for new cybersecurity regulation and the Digital Networks Act (DNA). The cybersecurity package includes a proposal to revise the Cybersecurity Act and to amend the cybersecurity regulation known as the Network and Information Systems Directive (NIS2 Directive).

17.6.2025 | On 17 June 2025, the Ministry of Transport and Communications published the national 6G roadmap to promote sixth-generation communications technologies. The roadmap sets milestones for the development and implementation of next-generation mobile communication technologies in the 2030s.

5.11.2025 | The Ministry of Transport and Communications requests comments on the draft spectrum decree and the draft call for applications on network licences for terrestrial television. Statements on the draft spectrum decree can be submitted until 26 November 2025 and on the draft call for applications on network licences for terrestrial television until 10 December 2025.

22.8.2024 | A working group appointed by the Ministry of Transport and Communications has started its work to promote 6G communications technologies. The aim is to prepare a national 6G roadmap and to encourage cooperation and exchange of information in the field of future-generation wireless network technologies. Members of the working group represent key central government bodies as well as stakeholders in the research and business sector.

2.7.2026 | On 2 July 2026, the Government submitted to Parliament its proposal for amending the Private Roads Act. The amendments would simplify the administration and operations of private road maintenance associations, strengthen road shareholders' protection under the law and promote road safety on private roads. More broadly, their aim is to clarify, specify and harmonise certain provisions of the Private Roads Act.

11.6.2025 | At the seminar held on 11 June 2025, the Finnish Transport Infrastructure Agency presented the main results of a study on extending the standard track gauge commonly used in Europe to northern Finland. According to the study, extending the narrower track gauge to Finland will primarily benefit military mobility.

6.3.2025 | The Ministry of Transport and Communications has launched the TUUTTI project for security and growth through communications networks. This project will formulate national policies for developing a secure communications network infrastructure fostering sustainable growth and competitiveness through digitalisation until 2037.

23.4.2026 | On 23 April 2026, the Government submitted amendments to the Act on Electronic Communication Services for approval. The amendments apply to equipment that interfere with radio communications, so-called jammers. The act is scheduled to enter into force on 1 July 2026.

28.2.2025 | Minna Kivimäki, Permanent Secretary of the Ministry of Transport and Communications, will attend the Mobile World Congress in Barcelona on 3 and 4 March 2025, followed by a visit to Madrid to meet representatives of the Spanish administration on 5 March 2025.

5.6.2026 | The EU Transport and Telecommunications Council will convene in Luxembourg on 8-9 June 2026. Finland will be represented by Minister of Transport and Communications Lulu Ranne on the Transport Council, and by State Secretary Marjo Lindgren on the Telecommunications Council.

30.1.2025 | Communications networks are part of the infrastructure that is essential for the functioning of society. The security of communications networks is extensively regulated in the Act on Electronic Communications Services. Its provisions contain obligations to ensure that the security of communications networks is, above all, proactively safeguarded though retroactive measures may be used where necessary.

4.6.2025 | The EU Transport and Telecommunications Council will convene in Luxembourg from 5 to 6 June 2025. Minister of Transport and Communications Lulu Ranne will represent Finland at the meeting.

14.11.2023 | On 10 November 2023, the Government submitted a follow-up Union communication to Parliament on the European Commission’s proposal for a TEN-T Regulation. The changes in the security environment after spring 2022 have given rise to a need to review positions on military mobility and the maps contained in the TEN-T Regulation.

19.2.2026 | On 19 February 2026, the Finnish Government submitted a legislative proposal to Parliament on amending the legislation on devices intended for deliberate radio interference, also known as jammers. The amendments would be made to the Act on Electronic Communications Services.

3.3.2026 | Finland has joined the Global Coalition on Telecommunications (GCOT) in connection with the Barcelona Mobile World Congress. The congress also saw the release of the GCOT’s principles for security and resilience in 6G, which Finland supports.

5.2.2026 | European route 16, E16, will be extended to Finland. The Finnish Government gave a decree on the matter on 5 February 2026. The decree will enter into force on 5 March 2026.

25.9.2025 | The Ministry of Transport and Communications is inviting comments on a draft government proposal for amending the legislation on devices known as jammers intended for interfering with radio communications. The amendments would be made to the Act on Electronic Communications Services. Comments may be submitted until 29 October 2025.

31.5.2023 | The Ministry of Transport and Communications requests comments on matters to be considered in the review of the licence terms for 2G networks. It is an interim review assessing the need to amend the licence terms. 

5.5.2025 | Minister for Foreign Affairs Elina Valtonen, Minister of Transport and Communications Lulu Ranne and Director General of the Finnish Transport and Communications Agency Traficom Jarkko Saarimäki will meet Secretary-General of International Telecommunications Union Doreen Bogdan-Martin in Helsinki on 6 May 2025.

16.12.2025 | At the Energy Council meeting on 15 December 2025, Member States of the European Union adopted a partial general approach on the proposed regulation establishing Connecting Europe Facility for 2028–2034. Finland is in favour of the regulation’s emphasis on military mobility.

18.12.2025 | The Government adopted the National Transport System Plan for 2026–2037 and submitted it in the form of a report to Parliament on 18 December 2025.

21.12.2022 | A total of EUR 25.13 million was granted to Finland by the Connecting Europe Facility (CEF) for a Transport Military Mobility project. Finland received the support it had applied for the road connections at Rissala airport, i.e. the project on highway 9 in Kelttu, Siilinjärvi.

10.4.2024 | The Trans-European Transport Network (TEN-T) is defined in the new Regulation on European Union guidelines for the development of the TEN-T network. The regulation also lays down provisions on the quality requirements for the network corridors and transport nodes. On 10 April 2024, the Ministry of Transport and Communications published maps showing Finland’s TEN-T network in accordance with the new Regulation.

24.1.2024 | Finland has successfully applied for EU funding from the European Commission, which awarded EUR 39.45 million from the Connecting Europe Facility (CEF) to seven military mobility projects in Finland. As the sum applied for was EUR 43.16 million, this call for proposals was a great success for Finland.

11.12.2025 | A round table discussion on port safety and security took place on 11 December 2025 at the invitation of Minister of Transport and Communications Lulu Ranne and Minister of the Interior Mari Rantanen. The meeting focussed on the security situation in Finnish ports and how they might be impacted by changes taking place in the operating environment.

13.11.2025 | The Finnish Government submitted a communication to Parliament on 13 November 2025 regarding the European Commission’s proposal for a Regulation on the Connecting Europe Facility for the period 2028–2034. The Government welcomes the proposal and emphasises that funding should be more strongly directed towards strengthening defence and security, among other sectors. 

24.4.2025 | The Government has proposed that EUR 20 million be allocated in the General Govern-ment Fiscal Plan for 2026–2029 for a planning project to extend the European track gauge from Sweden to Finland.

14.4.2021 | On 14 April 2021, the Ministry of Transport and Communications organised a round table to discuss the functioning of network capabilities on passenger trains. At the event, the state and companies agreed that a joint plan for the development of network capabilities would be drawn up this year.

25.2.2022 | Minister of Transport and Communications Timo Harakka attends the Mobile World Congress in Barcelona on 28 February-1 March. Minister Harakka will meet representatives of several Finnish companies also present at the event.

19.12.2023 | Representatives of the EU Member States, Parliament and Commission have reached a provisional accord on a regulation concerning Union guidelines for developing the trans-European transport network (TEN-T). The regulation will define the TEN-T network, legislating on such aspects as quality requirements for highways and transport nodes. The accord was achieved in tripartite negotiations on 18 December 2023.

18.4.2024 | The Government proposes a number of individual amendments to the Act on Electronic Communications Services. The proposal would change certain temporary provisions to ones that are in force until further notice and would update the supervision tasks of the Finnish Transport and Communications Agency Traficom.

14.4.2021 | On 14 April 2021, the Ministry of Transport and Communications organised a round table to discuss the functioning of network capabilities on passenger trains. At the event, the state and companies agreed that a joint plan for the development of network capabilities would be drawn up this year.

1.9.2026 | On 1 September 2026, the Government of Prime Minister Petteri Orpo reached a decision on its budget proposal for 2027 and is steadily implementing the agenda it agreed at the spending limits session. The agenda includes EUR 100 million of investment in construction and numerous transport infrastructure projects. The Government’s targeted measures will support economic growth.

10.4.2024 | The Ministry of Transport and Communications has joined as a founding member to the Data Spaces Alliance Finland cooperation network. The Alliance brings together the leading Finnish data business organisations. The network is composed of 22 companies, public bodies and research institutes.

13.6.2024 | The President of the Republic approved amendments to the Act on Electronic Communications Services on 13 June 2024. The amendments concern two acts but in practice affect the validity of certain provisions of the Act on Electronic Communications Services. The amendments will enter into force before the validity period of the current provisions expires at the end of June and in the beginning of July 2024.

22.6.2022 | The preparations for the Trans-European Transport Network (TEN-T) will continue in July under the Czech Presidency of the Council of the European Union. The preparations have advanced well and from Finland's point of view the work will lay a good groundwork for the regulatory drafting in the matter.

12.2.2025 | Permanent Secretary of the Ministry of Transport and Communications Minna Kivimäki, together with the Ministry’s senior public officials, is visiting Brussels on 11–13 February 2025 to influence various EU processes.

The preparations have advanced well and from Finland's point of view the work will lay a good groundwork for the regulatory drafting in the matter.

4.4.2025 | Permanent Secretary of the Finnish Ministry of Transport and Communications Minna Kivimäki will visit Copenhagen on 7–9 April 2025. 

8.8.2019 | Despite a change in the direct controlling interest in the licence holder, the Government will not cancel the network licences issued to DNA Oyj and its subsidiary DNA Welho Oy for telecommunications and television broadcasting. The Government made a decision on the matter on 8 August 2019.

7.9.2023 | Finland will seek a total of EUR 43.16 million in funding for nine military mobility projects under the Connecting Europe Facility (CEF) programme. The Ministerial Finance Committee endorsed the applications on 7 September 2023.

21.2.2024 | The Ministry of Transport and Communications invites comments on the government proposal for amending the Act on Electronic Communication Services. The must-carry obligation to transfer radio programmes would be removed from the act. The deadline for submitting comments is 15 March 2024.

15.4.2021 | The Government proposes to prolong for a further three years temporary provisions concerning a prohibition on telemarketing of mobile phone connections, and governing confidential processing of radio communication traffic data for use in trials.

28.11.2019 | The Government has granted a licence for the Virve public authority radio network to Suomen Turvallisuusverkko on 28 November 2019. The state-owned Suomen Turvallisuusverkko currently maintains and operates the Virve network and its new licence is valid from 1 January 2020 to 31 December 2033.

25.11.2021 | The primary aim of amending the Decree on Spectrum Usage in Åland is to specify the so-called 700 MHz spectrum with the purpose of granting network licences for Åland. In future, licensed telecom operators could use the spectrum for building a 5G network on a broader scale, for example. On 25 November 2021, the Government issued a decree on amending the Decree on Radio Spectrum Usage in Åland.

3.7.2025 | The European Commission has awarded EUR 91.01 million under the Connecting Europe Facility (CEF) to nine projects in Finland. Of this, around EUR 59.60 million will go to government initiatives.

19.12.2024 | Finland’s Central Government and other operators are applying for a total of approximately EUR 73.36 million in financial support for 11 transport projects from the Connecting Europe Facility (CEF) for Transport. In addition, EU funding is being sought for the acquisition of a new icebreaker. The Ministerial Finance Committee decided in favour of the applications on 19 December 2024.

28.11.2019 | The Government has granted a licence for the Virve public authority radio network to Suomen Turvallisuusverkko on 28 November 2019. The state-owned Suomen Turvallisuusverkko currently maintains and operates the Virve network and its new licence is valid from 1 January 2020 to 31 December 2033.

13.3.2024 | On 13 March 2024, the Ministry of Transport and Communications published the results of a survey on the future need for broadband aid. The survey assesses previous broadband aid schemes, the current state of the markets and any need for a new aid scheme.

11.3.2021 | Prime Minister Marin's Government is planning three broadband aid schemes. The first one was launched as the Government issued a decree on minimum connection speed and the financial contribution of municipalities. The Act on Broadband Construction Aid entered into force at the turn of the year and the Government issued the decree on 11 March. It will enter into force on 15 March 2021.
