8.7.2026 | On 17 June 2026, the European Commission published the annual State of the Digital Decade report. According to the report, Finland is a digital frontrunner with strong digital skills, agile enterprises and leadership in artificial intelligence and supercomputing. On 7 July 2026, the Digital Decade Board published its opinion ‘A common orientation for the review of the Digital Decade Policy Programme’. The process to prepare certain sections of the opinion was led by Finland.

Secure and reliable communications networks are the foundation of functionality of society, security of supply, investments and growth of the data economy. The efficiency of communications networks affects people’s daily lives, the operating environment of businesses and the ability of authorities to carry out their duties also during disruptions.

19.11.2025 | Minister of Transport and Communications Lulu Ranne participated in the Summit on European Digital Sovereignty in Berlin on 18 November 2025. Finland also signed the Declaration for European Digital Sovereignty initiated by Austria and published in connection with the summit.

9.10.2025 | The rolling stock company Suomen Ostoliikennekalusto Oy will be transferred from VR Group to direct state ownership and ownership steering at the Prime Minister’s Office. The transfer of ownership is a significant step in preparing for the competitive tendering of rail transport services.

11.2.2026 | VR-Group Plc and Suomen Ostoliikennekalusto Oy announced today that they have signed an asset purchase agreement concerning the rolling stock used in passenger rail services funded by the government. The rolling stock will be transferred to Suomen Ostoliikennekalusto's ownership from the beginning of March.

13.10.2025 | To support the preparation of the project "Security and new economic growth from information networks" (TUUTTI), the Ministry of Transport and Communications invited comments on the project's key needs and themes. The consultation was open from 19 June to 31 August 2025.  On 13 October 2025, the Ministry published a summary of the 33 comments received.

16.10.2025 | The Ministry of Transport and Communications is preparing a long-term investment programme, based on the Government Programme, to renew Finland’s icebreaking fleet. In addition, Sanna Ruuskanen, Director of Unit at the Ministry of Transport and Communications, will be appointed as a new member of the Board of Directors of Arctia Ltd, Finland’s state-owned icebreaking company.

16.12.2025 | At the Energy Council meeting on 15 December 2025, Member States of the European Union adopted a partial general approach on the proposed regulation establishing Connecting Europe Facility for 2028–2034. Finland is in favour of the regulation’s emphasis on military mobility.

The current contract with VR Group is due to expire at the end of 2030, with a new contract period of about ten years scheduled to start on 1 January 2031.

The Government welcomes the proposal and emphasises that funding should be more strongly directed towards strengthening defence and security, among other sectors.

Economic growth driven by the private sector will also serve to secure the financing base for central government finances. The fast-acting measures to curb indebtedness that were decided on due to the difficult situation in central government finances will move forward.

11.4.2024 | On 11–12 April 2024, EU telecommunications ministers will hold an informal meeting in Louvain-la-Neuve at the invitation of the Belgian Presidency. Minister of Transport and Communications Lulu Ranne will represent Finland at the meeting. 

6.12.2023 | The telecommunications ministers of Finland, Estonia and Sweden stress that the resilience of critical underwater infrastructure is now more important than ever. The ministers underlined the importance of resilient infrastructure at the Telecommunications Council in Brussels 5 December 2023.

19.12.2024 | Finland’s Central Government and other operators are applying for a total of approximately EUR 73.36 million in financial support for 11 transport projects from the Connecting Europe Facility (CEF) for Transport. In addition, EU funding is being sought for the acquisition of a new icebreaker. The Ministerial Finance Committee decided in favour of the applications on 19 December 2024.

The Government proposes funding for the Digirail project, which involves the modernisation of Finland's rail traffic control system, and several rail, urban tramline and road projects. The Government also proposes EUR 400 million for the construction of West Railway, subject to certain conditions.

This is the first time that Finland’s Minister of Transport and Communications will be present in an international military exercise. During her visit, Minister Ranne will learn about the activities of the Defence Forces and the Air Force, Nordic cooperation between the authorities and NATO-Nordic defence cooperation from the infrastructure perspective.

27.11.2023 | On 20–24 November 2023, a high-level conference of the International Civil Aviation Organization (ICAO) convened in Dubai, United Arab Emirates, and outlined the organisation's global vision for cleaner sources of energy, including sustainable and low-carbon aviation fuels. ICAO aims to achieve carbon neutrality by 2050. 

On 28 January 2026, the Ministry of Transport and Communications published an interim review of the project on security and new economic growth from communication networks, known as the TUUTTI project. The review outlines the project’s progress and presents the key findings to date.

11.12.2023 | At its meeting of 8 December 2023, the ministerial working group on social transformation adopted the roadmap for Finland's Digital Compass. The roadmap specifies the measures for achieving the objectives set out for the Digital Compass.

24.1.2024 | Finland has successfully applied for EU funding from the European Commission, which awarded EUR 39.45 million from the Connecting Europe Facility (CEF) to seven military mobility projects in Finland. As the sum applied for was EUR 43.16 million, this call for proposals was a great success for Finland.

Minister of Transport and Communications Lulu Ranne will represent Finland at the meeting. It will be an informal meeting where no decisions are taken.

14.9.2023 | On 11 July 2023, the European Commission published a communication on the EU strategy for Web 4.0 and virtual worlds. The Ministry of Transport and Communications informed Parliament about the communication by means of an e-letter on 12 September 2023.

In the midst of uncertainty, decision-making is difficult. Finland will hold parliamentary elections in spring 2023, and the new Government Programme will outline policies for the next few years.

The deadline for submitting comments is 1 September 2023. Alongside this, the Ministry is launching a project to amend the Act on Fairway Dues in order to make the halving of the fairway dues permanent.

The conclusions to be adopted by the Environment Council will constitute the EU’s objective for the Climate Change Conference. Finland’s representative at the Environment Council will be Minister of Climate and the Environment Kai Mykkänen.
